My phone isn't vibrating?

I have a Pantech Impact and just all of a sudden it started not working. The settings says is on vibrate. and i cant hve my phone on loud because i text A LOT. Instead of vibrating its just silent. I've tried turning it off and on again over 10 times and nothing has worked. O and btw my laptp charger isn;t working either... I have an acer notebook? and i plug it in and nothing happens. It showsno sign of the charger being plugged in? ut my sister's lenovo charger works in my laptop ion one certain spot. Any help with either of these?
