In Little Mermaid why do Eric's boots come off so easily in the ocean?

They come off while Ariel is rescuing Eric, and later when Eric swims to shore after defeating Ursula. If his boots can come off so easily in water, why isn't it easy for Ariel seashell bra to come off?
