Can I get into an out of state college?

I'm dying to go to the University of California Santa Barbara, it's a great school academically, and a fantastic place to be. I blow all of their expectations for admittance out of the water with my 34 ACT and my 1960 SAT and my 4.2... But i live in Colorado. And it says that only 5% of out of state students get in :P Do you think I have a good shot at being in that lucky few? I am also a 4 sport varsity athlete. I can get into lots of schools, but man do I want to go to UCSB. Have any of you gone to out of state colleges? Thanks!
